Typhoon Melor is also affecting the path of Tropical Storm Parma. Parma, which has killed 16 people in the Philippines since it made landfall on Luzon Island on Saturday, has changed course and tracked back towards the northwesternmost part of Luzon, making a second landfall off Pagudpud, Ilocos Norte. According to the Joint Typhoon Warning Center's 0600 UTC advisory, Parma was located 240 km (109 mi) north- northwest of Manila. The maximum sustained winds are currently 101 km/h (63 mph) with higher gusts.
Parma has already dumped more than 91 centimeters (36 inches) of rain in some parts of the Philippines, compounding the flooding damage caused by Typhoon Ketsana earlier. The storm has damaged homes and destroyed thousands of hectares of farmland in Laoag, the capital of Ilocos Norte, and Vigan city.
Parma is forecast to continue moving slowly southward toward Manila before turning westward again and heading back to the South China Sea. While the storm is not expected to strengthen, any additional rainfall in Manila could trigger flash floods and landslides in the saturated region.
The AIR tropical cyclone team is closely monitoring the progress of Tropical Storm Parma and will provide additional information as events warrant.
