Typhoon Rai (known locally as Odette) made landfall on Siargao Island, Surigao del Norte, Philippines, at 1:30 p.m. local time (5:30 UTC) on Thursday, December 16, 2021, with sustained winds of approximately 195 km/h and a central pressure of about 915 mb, according to PAGASA.

Typhoon Rai, the 15th storm to enter Philippine territory this year, underwent rapid intensification as it moved westward over warm waters in the Philippine Sea before making landfall in the southern Philippines on Siargao Island. The storm then continued westward, crossing the island of Bohol on its way. Rai brought heavy rain that caused severe flooding in low-lying communities, where floodwaters have been reported at chest height. Along the coast, storm surge could climb up to 4 meters. Eight regions in the Visayas and Mindanao areas have been put in the highest warning level for emergency preparedness by the Philippines’ disaster mitigation agency.
About 100,000 people have evacuated, and power outages have been reported. Thousands have been stranded as airlines have canceled dozens of flights and transport authorities banned sea and land travel in central and southern Philippines. No deaths or injuries have been reported yet. Work and classes have been suspended in some locations, and government officials have postponed a COVID-19 mass vaccination drive due to the storm.
