Typhoon Vongfong (Ambo) made landfall at 04:00 UTC May 14 with 1-minute sustained wind speeds of 115 mph, the equivalent of a Category 3 hurricane on the Saffir-Simpson Scale, near San Policarpo, Eastern Samar Province, Philippines, about 350 miles southeast of Manila. Vongfong weakened as it moved across the Eastern Visayas region, becoming a tropical storm on Friday afternoon, local time. Vongfong, the first typhoon of 2020, brought high winds and heavy rains to Eastern Samar Province, where it made landfall, as well as to Northern Samar Province and Luzon as it moved through the central and northern Philippines over the weekend. Many homes in the affected areas were either destroyed or severely damaged, with roofs blown partially or completely off. Some homes were reported to have blown away entirely. Both Eastern Samar and Northern Samar experienced widespread power outages. At least one fatality has been reported as a result of the storm.
More than 145,000 people were reported to have been evacuated. Sheltering efforts in the affected areas have been hampered by requirements for social distancing during the COVID-19 pandemic; evacuation centers could only operate at half their capacity, so twice as many shelters would be required for safe evacuation, according to Northern Samar provincial Governor Edwin Ongchuan. Fallen trees across roads also prevented emergency services from reaching some towns in the impacted areas.
